Proposed residential rezoning on Syrup Mill Road postponed

WINNSBORO – Several items on Monday night’s county council agenda were postponed.

The first item to be postponed was the second reading of Ordinance 837 – a request to consider rezoning a 64.35-acre Syrup Mill Road property located in Ridgeway and owned by JB Frazier and Phillip Brown. The property is located near the intersection of E. Peach Road and Syrup Mill road. The tax map number of the property is 200-00-00-015-000.

The property owners requested a zoning change from I-1 (Industrial District) to RD-1 (Rural Residential District).

“I would just like to know what this property’s going to be used for,” District 7 Councilman Clarence Gilbert asked. Interim County Administrator Clay Killian said Frazier has previously stated that the purpose for the rezoning was to allow for the construction of single-family residential units on the parcel. Killian said the planning commission and staff recommended that council approve the rezoning which would make it compatible with surrounding properties, most of which are large-acreage properties with single family homes.

 Council also voted 7-0 to table discussion and voting on appointments to the Accommodations and Hospitality Tax Committee, who are tasked with making recommendations on how to spend revenues generated from the accommodations tax in the county.

In other business, council members voted to spend $236,150 in advance on equipment related to a new, grant-funded school resource officer position. The Fairfield County Sheriff’s Office recently received a $545,192 grant for the SRO position, which includes $236,150 for equipment.

Because of anticipated lengthy delivery time for the equipment, Fairfield opted to move forward now with the purchase and then reimburse itself when the funds arrive.

“It’s a fully funded grant with no required match from the county,” said Killian. “We can probably front that money until we get the reimbursement from the grant.”

Council voted 7-0 to approve.
