I find the story and the follow up about the death of the mare and her foal both interesting and disturbing, and I believe all those who had these horses in their care should be held responsible.
However, I would like to learn more about the owner of these animals, who is the actual party who should be held responsible. How did this happen? Was this a habit or pattern? What other animals does he or she own?
